They're given to those who have extraordinary power - not necessarily in combat, though that is a factor for some, but for others it's a sign of control over their element, and the strength of will and conviction required to carry out their work. Those who receive such things have proven they're capable of what most are not.

Bluntly put, they're given to those with the power to change the world.

It's mostly the word "never". Given your previous record, I have every reason to believe in your competence at what you do.
