Might I ask what the purpose of this war is? Given that it's happening in a single city, as you said, that has a great deal of safeguards in place, it doesn't seem like something that would happen for...well, the reasons that most go to war - reasons like responding to some sort of uprising, financial gain, or expansion of territory don't seem like they would apply here.
