There are frequent mentions on the network of those that have "disappeared" - they vanish entirely from the system, their Gears become inaccessible and their numbers no longer work; for all intents and purposes, contact has been completely cut off. Some that I know have vanished in a similar manner. Though I haven't seen any particular pattern to these disappearances, I also don't know how long most of these people were here before it happened; the theory you've proposed might explain some of it, at least.
