Well, for example - back in my own world, I'm a soldier. Armies are nothing without their commander - that's just an accepted fact - and yet without an army to command, the commander is likewise nothing. It's more an exchange of power than anything.
It's likewise the same argument for guns and other weapons - the weapon does nothing with no one to wield it, and man can only do so much with his fists alone. Pair them and both become deadly.
