I think it depends, honestly - if we assume the creatures were there to begin with, then yes, I'd imagine that things would have turned out quite differently indeed; however, human nature being what it is, I doubt it would turn out like this if such things were to suddenly evolve into being. Somehow I doubt they would be so interested in catering to things like dogs suddenly spitting fire, as much as they would either exploiting or destroying them.
