It's difficult to say, really. Under normal circumstances, the fact that they seem to hatch from eggs would lead me to believe that they're simply organisms that have characteristics that are popularly associated with ghosts and other spirits, such as the ability to become incorporeal and float--however, I do have to wonder if that's the only possible origin for this kind of Pokemon.
