[Kimblee hasn't been back in Goldenrod City for very long; he's well aware of the attack on the Tower, however - his contacts here have made him very aware of that.
He's well aware that he shouldn't do anything rash; however, his pride does have quite the tendency to get involved in decisions where it really has no goddamn business being, and as such, an anonymous text goes out over the network.
Seth's clearly making a reappearance tonight.]
It seems some of you have been enjoying yourselves lately.
[There's no clarification regarding exactly what he's talking about; however, there are, as usual, pictures accompanying the text.
The first is par for the course, as Seth goes; a set of six Pokéballs held in gloved hands, on chest-level with the person holding them - his face isn't visible, but the red R insignia on his uniform clearly is, even in the dim light of the room.
The next three photographs are decidedly more straightforward, in terms of what he's trying to get across; each image contains two Pokémon in heavy, reinforced cages set up in front of a black backdrop of some sort - birds, all of them. They seem alive, though "unharmed" is a bit of a stretch; they seem to have been roughed up quite a bit.

[One more image follows, similar to the first - though instead of Pokéballs clasped in his hands, he has a white card pinned between his index and middle fingers, the words written on it scrawled out in thick, blocky lettering as though someone had gone over the words repeatedly, obscuring any sort of distinctive handwriting for the sake of making them far less identifiable.

[Again, the voice over the locked Rocket frequency tonight is calm and possibly surprisingly pleasant, especially given what one usually encounters around the base in Goldenrod; the person speaking is clearly a bit soft-spoken and his voice is gentle in a bit of a high-pitched sort of way, but there's firmness behind his words. Authority. A bit of arrogance, perhaps, but it's just as easily taken for confidence.]
My name is Solf J Kimblee; I hold the rank of Beta in this organization. It's been quite some time since I've been in our beloved hometown; regrettably, business has kept me away, but it won't be that way for much longer.
To those new to the organization - I welcome you to Johto, and I would like to take the time to get to know you personally. I can offer you work and opportunities, should you require direction; should you just want someone to speak to regarding your sudden arrival in this world, I would like to help you - I can't promise you answers, but I can offer my assistance in any way I can. For those who have arrived recently, but haven't met with me personally yet, I would like to invite you to do so as well.
And those of you who have been here for a while - I'll expect some sort of proper report from at least one of you, regarding the incident that occurred last week. Many of you know exactly how well I adhere to Equivalent Exchange; offer me valid information and I'll gladly reward you.

[With that out of the way, he probably should explain last week's fiasco...]
There was an attack on the radio tower. Whoever it was did not reach the labs, but they did try to smoke out the entire building. Most of the damage has been cleaned up, but several of our grunts were injured from the event.
[He pauses for a moment.] I'm not quite sure what they were after, but they certainly didn't make out with much. What I want to know is how they found us out in the first place.

[Although once formalities are out of the way, Kimblee's demeanor does shift quite a bit; his voice is decidedly harder when he replies, though he doesn't seem angry - excuse him while he gets incredibly businesslike on you all of a sudden, because this is actual good information.]
Do you have any information at all regarding whomever carried this out, and what they managed to obtain? Even vague details would be appreciated.

It seems that they took files regarding the smaller missions that are passed out to new recruits. In other words, they now have vague ideas of supplies and Pokemon we're looking for.
As for the identity of these pathetic thieves, there isn't much to go off of. Apparently they were well-disguised because the grunts above-ground had few details to provide on their appearances.

You mentioned that the labs were unaffected; while I should hope that the grunts' level of incompetence doesn't extend to our entire science division, am I to assume that none of you witnessed anything yourselves?

Pokémon are generally something that can be obtained; I have access to quite the large number of species, breeding-wise. Favors within the organization are a bit more difficult, but depending on what they are, may be feasible. It just depends on what you want.

You see, I my current project involves Pokemon that evolve with the influence of items. Stones, held items and the like. However, my supply of said Pokemon and items for testing purposes is rather low. Would you happen to have any spares you would be willing to donate?

Well, when it comes to things immediately on hand, I have a Dawn Stone I can give you now - [THANKS, KAYNETH] - but I can get you something far more specific, if you'd like. What sort of creatures interest you?

I can get you Metal Coats and Razor Claws if you would have a use for them; Prism Scales may also be of use to you. I can also obtain the creatures for whom they're relevant at no cost on my end; I'm certainly not opposed to assisting our scientists should they require it. You can ask Dr Kato about that much.

Oh yes, Kato's spoken of you a few times. He has gained some rather...interesting Pokemon from you. [Yes, we'll go with "interesting."] But in terms of items, Metal Coats happen to be my favorite to work with. I'm honestly surprised that it only works on two species. It's such a useful concept to encase a creature in steel.

As for your Metal Coats - it is a bit of a shame that they're only applicable on so few species, though I have to wonder if our science department would be interested in attempting to change that...?

Are you saying that exposure from a stone kills her? That is unsettling, but very interesting at the same time. I don't believe any other item evolutions do that.
[In other words Dist has no qualms about the consequences of obtaining a Froslass.]
As for the Metal Coats, yes, that is the goal here. The key is discovering just what triggers the Metal Coat to fuse with its holder. Exchanging the Pokemon between owners is one factor, but there must be another that can be manipulated to work on any Pokemon...

But for the time being, I'll offer you the Dawn Stone and a few of those Metal Coats you're so fond of; should you need anything else - perhaps something to try using those Metal Coats on - I'll gladly breed you whatever you like in the future. Just let me know, hm?

Those things would be greatly appreciated. Actually, by coincidence I do believe I have one of your creatures' spawns already. Mr. Archer sold an Onix egg to me and mentioned you had helped with the breeding.

As for Abdiel...no, she hasn't injured me yet. [He doesn't sound annoyed with that any, however; if anything, he seems amused.] I assume that particular talent of hers is deliberately-invoked, as she's certainly been close enough to harm me gravely otherwise.

Good to hear. Still, having that knowledge in advance is probably for the best. Wouldn't want any nasty surprises like that one.
[Which is why he'll be studying his Pokemon more in the future. And to think, he thought he had all the information on these creatures. The books chose to leave out the most valuable information, it seems.]

Archer seems to have a marked interest in the science division, actually, and he's of the same rank I am; either way, I'll recommend that he get in contact with you directly, as he's the one who handles the breeding end of things - I'm sure he'll have no qualms about assisting your research, should that please you.
